Against any continuing job or activity that has been refused, the Finance Department in Jammu has requested that all Drawing and Disbursing Officers (DDOs) submit authentic documentation of Administrative Approval or Technical Sanction (AA/TS), PROOF photos, and other information on the BEAMS site.

The department has instructed that this be completed within a week at the latest so that the necessary monies may be approved.

District Development Officers (DDOs) operating under the supervision of various government agencies have been instructed to rigorously comply to any and all directives given in this regard.

The government has advised against re-uploading banned works or activities using incorrect papers, photos, or information.

The system will permanently prohibit the task or activity if it is rejected many times, preventing any future funding for it. The affected ODO would then be held personally responsible for any debts associated with the account. It has been warned that “strict action as warranted under rules shall be taken against the DDOs who are again found to have uploaded invalid documents, photographs, or information to the Budget Estimation, Allocation, and Monitoring System (BEAMS) portal.”

After discovering discrepancies in the AA/TS, PROOF (Photographic Record Of Onsite Facility) photographs, and other documents uploaded by the DDOs while preferring the bills through JKPaySys and the PROOF app, the Finance Department rejected back a number of ongoing works or activities to the DDOs or Departments via the “Rejection module” on the BEAMS portal.

“The DDOs have been provided with the access on BEAMS portal to carry out the necessary rectification by uploading the valid documents or photographs or information against each rejected ongoing work or activity under Capex budget including the district Capex,” the department said.

The Accounts Officers at the DCC offices and the Directors Finance or FA&CAOs (Financial Advisors and Chief Accounts Officers) in the Administrative Departments will monitor the status of this account. The Finances division has been tasked with conducting an investigation into the matter.
