Five militants, including those responsible for the murders of teacher Rajni Bala and bank manager Vijay Kumar in the area last year, have been declared wanted by the Special Court Kulgam appointed under the NIA Act.

According to the announcement, all of these militants had previously been granted non-bailable warrants by the court before the proclamation was made.

The document states, “Proclamation orders have been read in the conspicuous places of their native villages, and copies of orders have been pasted in the conspicuous places of their residential houses and their villages.”

It went on to say that the militants were given the opportunity to surrender to the court or investigating agency before any further legal processes were initiated against them.

To “execute proclamation notices,” it continues, “teams of SIU went to their native villages in Kulgam, Shopian, and Pulwama districts along with local police & magistrates and proper SOPs were followed during these proceedings.” (KNO)
