A written communication from the Chief Minister’s grievance cell, followed by another written communication from the Civil Aviation Department of the J&K Government, led to the filing of the case, the wing said in a statement, alleging that students paid a large sum of money to attend the unrecognised and unregistered International College of Aviation in Baghat Barzulla, Srinagar, for an Aviation and Hospitality course. Accordingly, the P/S Crime Branch Kashmir (Now Economic Offences Wing Srinagar) filed Case FIR No. 26/2018 U/S 420, 120-B RPC and started an inquiry.

The research revealed that International College of Aviation Baghat Barzulla, Srinagar was founded by its current owner without first obtaining the necessary registration from the government of India. It also came to light that the aforementioned business owner, Nazir Ahmad Wani, affixed several logos to the completion certificates. The accused business owner duped naive pupils with false promises of success and employment stability.

According to the complaint, “proprietor-cum Managing Director Nazir Ahmad Wani has lured the gullible aspirants under the garb of imparting a six-month and one-year course in so-called un-recognized International College of Aviation Baghat Barzulla, Srinagar, thereby extracting huge amounts from the students deceitfully, dishonestly, fraudulently, and causing wrongful loss to the students (complainants).”

There was sufficient evidence against the defendants to bring the case to the Hon’ble Court of Passenger Tax Srinagar for adjudication under sections 420 and 120-B of the Indian Penal Code.
