Srinagar, September 26: Days after the Director General of Foreign Trade (DGFT) delisted the Kashmir Chamber of Commerce & Industry (KCCI) as the entity responsible for issuing certificates of origin for exports, it has decided to grant the Kashmir-based apex trade body additional time to complete the on-boarding process.

The Kashmir Chamber of Commerce & Industry (KCCI) stated, “The Kashmir Chamber of Commerce & Industry (KCCI) is pleased to announce that the Director General of Foreign Trade (DGFT) has considered its representation against delisting it from issuing Certificates of Origin (Non-preferential) to exporters. “The DGFT has decided to grant us additional time to complete the onboarding process with the National Securities Depository Limited (NSDL).”

In addition, the DGFT will issue a new notification in Appendix 2E of the FTP.

KCCI was delisted as an authorised chamber for issuing Certificates of Origin due to its failure to enrol on e-CoO on the Common Digital Platform in accordance with Trade Notice No. 42/2020-21 dated 19-Feb-2021. KCCI stated that it never received the notice or the ten subsequent notices reportedly issued by DGFT in 2021 and 2022, as well as the two additional notices issued in 2023, which would have allowed them to comply.

The decision by DGFT to grant KCCI this window has provided Kashmir’s exporters with significant relief.

The Kashmir Chamber of Commerce & Industry (KCCI) thanked the Director General of Foreign Trade (DGFT) for contemplating its request to remove exporters from the list of entities eligible to receive Certificates of Origin (Non-preferential).

The Kashmir-based apex trade body also thanked Director General of Foreign Trade Santosh Kumar Sarangi for considering its representation seriously and acting expeditiously.
