According to a statement released by the agency on Thursday, the TADA charges were first filed about 30 years ago in various police stations in the district of Doda and charged in the TADA Court in the city of Jammu.

These terrorists in hiding had avoided capture for decades, and after finding some peace and quiet in their own countries or elsewhere, they decided to come out of hiding and have families of their own. Some of these terrorist fugitives have been able to get jobs in the government, others have been discovered working in private industry or even the legal system.

Asthan Mohalla Doda residents Mohd. Iqbal alias Javed son of Sikander Khan, Mujahid Hussain alias Nisar Ahmed son of Abdul Rasheed Gathwan, Barshalla Doda resident Tariq Hussain son of Ghulam Ali Misger, and Ishtiaq Ahmed Dev alias Ajaz were all detained. Warrants were issued against the aforementioned “absconder terrorists,” and “they will be produced before the TADA / POTA court Jammu in pursuance of such warrants,” the document said.

According to the statement, these terrorists were responsible for kidnapping for ransom and threatening to kill one Ghulam Mohd Wani, a resident of Doda, at gunpoint in 1992 (Case FIR No. 158/1992 under sections 3, 4 of TADA, 364 RPC, 3/25 Arms Act of PS Doda), and for kidnapping and killing Mohd Sadiq and Tariq Hussain, both residents of Dod

It also included “atrocities committed on the innocent people of Kashmir and motivated them to observe strike in Doda on the gun point by these terrorists (case FIR No. 58/1991 u/s 3 and 4 of TADA, 153/194-A RPC of PS Doda), and recovery of huge cache of Arms and ammunition on 22 June 1994 concealed by these terrorists under the ground at Sh.

As part of its mission to eliminate terrorist attacks in Jammu and Kashmir, the SIA has announced a new initiative to track down and bring to justice all fugitives in terrorism-related cases.

So far, 369 of the 734 absconders (317 in Jammu and 417 in Kashmir) in 327 TADA/POTA cases have been vetted and identified by the SIA. It said that out of 369 confirmed fugitives, 127 had yet to be located, 80 had passed away, 45 were living in Pakistan/Pok and other nations overseas, and 4 were incarcerated.

The statement said, “the SIA will also investigate other aspects of the larger criminal conspiracy and the nexus thereof, and the role of insiders, if any, including how these absconder terrorists managed to escape from the law and live normally in their native place without being traced for so long.”
